But with subpoena power they can conduct independent investigations and recommend substantive change to the Board of Supervisors.   \n  \nCounty supervisors\, under California Government Code\, have authority to “supervise the official conduct of all county officers\, including the sheriff” and “shall see that (county officers) faithfully perform their duties.” Supervisors cannot interfere with investigative functions\, but all other sheriff’s duties are subject to a Board of Supervisors (BOS) oversight. \n  \nStructured\, community-based oversight can focus on problems within the department and objectively consider ways of improving policies and programs in the jail to reduce recidivism\, uphold constitutional policing and help the county save money by preemptively avoiding practices like those currently resulting in civil suits and federal interventions.   \nKey principles we are advocating for strong and effective community oversight that can be upheld in Public Comments:  \n\nA volunteer oversight board composed of qualified community members\, fully representative of Alameda County’s regional and demographic diversity – including voices of those most impacted by sheriff’s department operations – working with a full-time Inspector General\, both with subpoena power.\n\n\nIndirect oversight board appointments\, via a community selection panel appointed by the Supervisors and mandated to reach out in a transparent and non-political application process\, to select the most qualified\, diverse and inclusive oversight board nominees among county residents. \n\n\nLegal counsel to an oversight board and inspector general that is fully independent of the County Counsel’s potential conflicts of interest representing the sheriff and county in civil lawsuits.\n\n\nA dedicated funding stream for adequate staffing of investigators and other essential full-time personnel.\n\n\nFull and timely access to all relevant records and testimony\, and regular public meetings\, town halls & reports to address issues of concern to the community and the Board of Supervisors (BOS.)\n\nWhat are sheriff’s duties and powers under state law and the Alameda County Charter ? \nThe sheriff is an elected official. The current Alameda County Sheriff is Greg Ahern. He has held this position since 2007 and has run uncontested for three consecutive election cycles. The next sheriff’s race will be in 2022 with 2 declared challengers to Ahern.   \n                      As chief law enforcement officer of the county the sheriff has all the powers… in “crime prevention\, rehabilitation of persons previously convicted of crime\, or the suppression of delinquency” \nTo prevent and suppress… riots and insurrections;  \n                     The sheriff is the county director of civil defense and disaster… \nA sheriff can “command… as many male inhabitants as necessary in the execution of his/her duties” (which means the sheriff could form posses\, like you see in western movies) \nThe sheriff operates and oversees the county jail…(over 2000 individuals in custody on average.) \nThe sheriff …serves…as marshal of the municipal courts of Alameda County… “to serve all process and notices (as) prescribed by law” (which puts the sheriff in charge of evictions of homeowners or renters the courts rule to be out of compliance with a bank\, other mortgage holder or a landlord.) \n
As coroner the sheriff shall…determine the circumstances\, manner and cause of all violent\, sudden or unusual deaths; unattended deaths…known or suspected homicide\, suicide… and deaths in prison… \nTo clarify\, each county in California determines whether their sheriff serves as county coroner.  In most counties\, including Alameda County\, the sheriff is also coroner\, with potential conflicts of interest when sheriff’s deputies or non-sworn staff are potentially involved in a death under investigation or the death takes place in custody of the sheriff\, as in Santa Rita Jail. \nAlso\, the sheriff has primary responsibility for policing unincorporated areas of the county where there is no municipal police department. The sheriff also\, by contract\, provides police services for the City of Dublin (the contractual relationship gives the city of Dublin unique authority over the Sheriff.) The sheriff also contracts with A.C. Transit\, Highland Hospital\, and Oakland International Airport for police services.  \nSheriff’s deputies can enforce law as they see fit anywhere in the county and they are often called in officially by OPD and others to assist in managing large demonstrations.

SUMMARY:Town Hall on OPD Culture
DESCRIPTION:HOW CAN POLICE CULTURE BE CHANGED? \nNorm Stamper (former San Diego & Seattle police chief and author of policing books)*and John Jones III** (advocate\, activist\, Oaklander) will lead a community discussion on how (and if) we can organize to end racist\, sexist\, anti-reform culture from OPD. \nZoom Town Hall on OPD culture \nTues\, Nov 16; 7 – 8:30pm \n~~~ \nREGISTER: \nhttps://bit.ly/OPDCULTURE \n*Former San Diego and Seattle Police Chief Norm Stamper has written two books on policing in America: Breaking Rank and To Protect and Serve: How to Fix America’s Police. In these books\, Norm Stamper introduces us to the violent\, secret world of domestic abuse that cops must not only navigate\, but which some also perpetrate. Former chief of the Seattle police force\, Stamper goes on to expose a troubling culture of racism\, sexism\, and homophobia that is still pervasive within the twenty-first-century force; then he explores how such prejudices can be addressed. \n**John Jones III is a well known and respected community activist\, formerly incarcerated\, who has served the Oakland community in many capacities including being a member of the Selection Panel that chose many of our Police Commissioners and serving on the Reimagining Public Safety Task Force. He is also a member of the Neighborhood Opportunities and Accountability Board (NOAB) which is a diversion program that serves juveniles and offers an opportunity to prevent them from having an arrest record. He is currently working with Building Opportunities for Self Sufficiency (BOSS) and is a member of the Coalition for Police Accountability.

SUMMARY:IV Encuentro Mundial de Movimientos Populares / IV World Meeting of Popular Movements
Ante cualquier consulta al respecto\, pueden escribir a esta casilla y a la de prensa@movpop.org\n\n\n\n—————-\nENG\n\nDear brothers and sisters of the popular movements all over the world: \nWe are sending you a reminder once again of the date of the meeting with Francis in the IV World Meeting of Popular Movements: next Saturday\, October 16\, at 2 p.m. Rome time\, you can convert here the time in your city of residence. \nOn the Meeting via Zoom:\nAs we told you in the previous message\, the meeting will be via Zoom with previous registration\, through this link: https://zoom.us/meeting/register/tJMtduGtqD8vGNWY6O2G2vGRdHO0eTJGlOKM\nIMPORTANT: Only the same delegates of the preparatory meeting held last July 9 will be able to register here. \nOn the public transmission via YouTube:\nThe event will also be broadcast on the YouTube channels of our organization\, in different languages. This is for those fellow members of the organizations who were not delegates at the July 9 preparatory meeting\, or for the general public.\nHere is the link to the WMMP’s (ENG) YouTube channel: https://www.youtube.com/channel/UCttnamm0bom6h9q0JmE5X0A \nOn the methodology of the meeting:\nThis meeting will not feature discussions as last July 9\, this time we are meeting via Zoom to have the honor of receiving Francis’ message in a special room as if we were meeting with him. Similar to the meetings we had in the Old Hall of the Synod in 2014 and the Paul VI Hall in 2016 at the Vatican\, and as in 2015 at Fexpocruz in Santa Cruz de la Sierra\, Bolivia. \nOn languages:\nThe meeting will have subtitled translation into Spanish\, English\, French\, Italian\, and Portuguese. Francis will give his message in Spanish and it will be translated into those languages. \nOn the event’s coverage and the press:\nFrom the Organizing Committee\, we believe that a message from the Pope to those of us who fight for Land\, Work\, and Roof is essential. Also that it strengthens this struggle and the popular movements only if we strongly spread his message. Here we share with you the Press Release published by the Dicastery for the Service of Integral Human Development so that you can share it in your local media and in your social networks.\nYou can find in this folder all the resources to make diffusion and press of the event. If you have any questions\, please write to this email address and to prensa@movpop.org.
